Please Mr. Postman

I’m on the Verizon team. If you are on the Hotmail team, I can’t seem to talk to you. In the last couple of days I’ve gotten those nasty “unable to deliver” messages from postmaster@verizon.net like the following when I tried:

Your message cannot be delivered to the following recipients:

Recipient address: pclarke***@hotmail.com (numbers replaced with asterisks by me!)
Reason: SMTP transmission failure has occurred
Diagnostic code: smtp;550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address. If you are not an email/network admin please contact
Remote system: dns;mx1.hotmail.com (TCP|206.46.173.3|62619|65.54.245.8|25)

I would have thought this was an isolated instance when this occurred with a message to E. But then it happened with a message to Pauline as well.

I Googled “mail rejected by windows live hotmail” and found this site and this lovely message:
Windows Live Hotmail, The likely cause is a compromised or virus infected server/personal co

My husband suggested that I call Verizon, our Internet provider. I knew it was someone in India when he picked up the phone. He was well intentioned, but only caused my blood pressure to rise as he told me everything on my side was “checking out”. He told me that the person who was blocking me would have to take action. I said it was almost impossible that both of these people had all of a sudden decided I was a menace and blocked me. That was a fruitless 20 minutes!

Thank God for Blogger or I wouldn’t even be able to communicate with E. and Pauline!

Has anyone else experienced this problem? If so, how did you fix it?

I'm in the Verizon network and sent mail to someone at MSN and received the Hotmail rejection message. From what I could find so far I think it's some kind of phishing/spam related issue.

Hi Barbara (and Dave),

I sometimes use verizon - but only for gmail. It was useful after Hurricane Ike - but now that I'm thinking, I never sent emails to MSN. Hmmm ....

All I can say is that over the last 4 years of being a Verizon customer, I have become increasingly frustrated by their dropped calls, mis-routed calls and increasing prices ...

good luck with solving your problem!

I was Googling to see what was out there about this problem and found this blog. My emails from Verizon are not going through to Hotmail starting Saturday, Sept. 27, 2008 and I've gotten the same Postmaster failure messages. Called Verizon tech support. They couldn't find the problem and they passed me to Verizon's MSN tech because I have Verizon DSL with MSN Premium. He said there have been other complaints and he connected me with a live person at Hotmail. The Hotmail tech said I had to be typing the email address wrong. Demanded to speak to his supervisor. Put me on hold and had a different attitude when he got back on. He asked to see the Delivery failure message. Didn't go through to his msn.com address. Realized MSN/Hotmail blocked the Verizon email. Logged into my Hotmail account and pasted the Delivery Failure message into an email and sent it to him. He got it via my MSN/Hotmail. He saw it clearly says Hotmail is rejecting the IP address and discussed it with someone else. He then created a trouble ticket for it. When I was Googling, I saw Hotmail had blocked Comcast emails on the West coast in the same way over a year ago.

I don't use my Verizon mail, but I have had connectivity issues between hotmail and Yahoo, which sound similar to this problem. I don't know how to make the providers play nice! But if you want someone to help test, I've got both Verizon and hotmail accounts.

Thanks, everyone, for confirming that I am not crazy! I think we are definitely victims of competing providers.

Kristin -- I just sent an e-mail message to your Hotmail account. Let's see what happens.

I have both a gmail account and the hotmail account. I've had complaints from other people about that hotmail account too. Barbara - my gmail address is the same as the hotmail - simply substitute gmail.com after the @ sign. Let's see if I get that one. (I know I have not put a block on your email address with either of my accounts!)

I stopped using hotmail for a while because of missed and blocked mail. I haven't had the same problem with gmail so far.

Same thing happening to me, and luckily I found this blog online as well. Started on Friday, 9/26/08 and has happened when I tried to email two different people, both with name[at]msn[dot]com email addresses:

One email had this problem: SMTP transmission failure has occurred
Diagnostic code: smtp;550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address.

The other had this: Sun, 28 Sep 2008 00:08:04 -0500 (CDT)
Error reading SMTP packet; response to RCPT TO command expected

Sat, 27 Sep 2008 16:08:04 -0500 (CDT)

Fri, 26 Sep 2008 07:08:04 -0500 (CDT)
Error reading SMTP packet; response to RCPT TO command expected

The mail system will continue to try to deliver your message
for an additional 3 days.

I won't even bother trying to contact Verizon because I can see it's useless, although I did try to email through their Help website, but that's useless also since you get an automated response based on what they think your subject line is related to ... my response was completely off the mark. (Verizon people, if you're reading this -- Come on! Give us REAL tech support people to email!!!!)

I seem to have a work-around for sending messages to E. and Pauline: using their Gmail accounts. I will continue to wonder what is going on between Verizon and Hotmail and hope I don't get any more rejected messages! Good luck to the rest of you out there experiencing the same frustration. The one thing I will not be doing is calling the Verizon help line again!

Barbara - It never came through. In my free time, I'm going to have to play with sending myself messages from one account to the other.

Received same error message after sending email from my Verizon.net addy "... block against my IP address due to complaints..." I was flabergasted and sent my boyfriend a scathing message from my own hotmail account then reailzed the problem is widespread starting last Thurs. It's Monday AM and I still can't send messages to ANYONE at hotmail.com from Verizon.net. UNBELIEVABLE!!!

Problem seems to be with Hotmail but so far I can't figure out how to reach tech support. You can commiserate on forum at this URL: http://www.dslreports.com/forum/r21181509-trouble-Hotmail-rejecting-email-from-my-verizon-online-IP

Hoping someone out there knows how to contact Hotmail support and will post info so we can inundate them with complaints....

Arrrrgh!!!!

Turns out this is a widespread problem. No doubt there are millions of verizon users who haven't noticed yet. I'm guess ing MSN/Hotmail will fix it after they get enough complaints. It took a whild but I finally figured out how to contact Hotmail tech support. Strongly recommend anyone reading this takes a few moments to fill out the support request form at the following URL...

Kristin -- Oddly enough I never got a return on the message I sent you. I guess it went into some black hole between Verizon and Hotmail.

Tribalmagick -- I have yet to determine whether the culprit is Verizon or Hotmail. If you do find it is resolved, please come back and leave me a message!

Barbara-
Didn't speak with Verizon tech support personally. Past experience has left me with very low regard for Verizon cust. service. They are next to useless and I couldn't face 45 min. on hold and/or trying to explain to someone in India who couldn't care less.
Found several comments on different online forums and the consensus is that the problem is with MSN/Hotmail. Seems there was a similar problem last year when hotmail blocked all Comcast emails. Can't remember all the forums I visited but here's the URL for a thread I found useful.

Barbara,
I think you were the first person on to blog this problem on the internet. (I"m anonymous in a reply above). It is finally showing up in more places today as people are finding out that Hotmail is apparently rejecting all email from a Verizon address. Verizon was saying go to Hotmail to complain and Hotmail responded back to email saying I had to go to Verizon. This is the link to complain to Hotmail. »https://support.live.com/eform.aspx?prod···s&scrx=1
I think this problem will only be solved when enough people complain.

Alan -- Thanks for getting back to me. We all must scream and shout and say "Never again!" to these idiots who have done this before. What a huge inconvenience!

Please keep me in the loop on the resolution.

Barbara-- this is the latest I have. Tried another complaint route. Connected with Live Chat on Verizon. Verizon representative acknowledged that there was a problem. Said it was a server issue and technicians are working on it. Until it's fixed, Hotmail won't be able to receive Verizon addressed email. Glad to finally get a positive response. Understand that servers do go down and no one can give exact times to fix. Just frustrating that it took two and a half days from when the problem started for Verizon to acknowledge it. As I said before, your blog may have been the first place the problem was written about on the internet. It's the first one that showed up by Googling. Today it's been appearing on other forums.

Alan - I think I can speak for all of us when I say thank you for taking the time to deal with Verizon customer service. Isn't it appalling how Verizon and MSN both will waste days on end and blaming each other and giving us the runaround obvously hoping to blow us off instead of simply addressing the issue and fixing the problem!?! Thanks again...

Looks like it working again. I sent emails from my Verizon account to my MSN/Hotmail one as tests and they are going through.
